Moalboal (Cebu) – Philippines
Moalboal sits on Cebu's southwest coast facing the Tañon Strait. Dive centres line Panagsama Beach, where house reefs drop from a few metres to deep water and a huge sardine school hovers 20–30 m from the shore at about 1–20 m depth. A 10–15 minute boat ride leads to Pescador Island, a marine-protected rock with steep walls and the light-filled Cathedral cave. Turtles and banded sea kraits are common on the house reefs, thresher sharks and whale sharks appear only occasionally, and the sites mix easy shore diving with deeper wall dives. Further afield, the Cebu south coast has other sites (Sumilon, Oslob) that are not covered here because I could not verify them well.
Facts
- Best season: December–April is the calmest and clearest; the sardine run is reported year-round. June–October (habagat) brings rain and lower visibility.
- Water temperature: About 26–30 °C; a 3 mm wetsuit is usually enough
- Visibility: Typically 10–30 m; Pescador often more than 30 m, 10–20 m in the wet season
- Currents: Mostly mild (0–3 knots, usually flowing south to north); strongest at Pescador, so drifts are normal; house reefs and the sardine run have little or no current
- Getting there: About 90 km from Cebu City: 3–4 hours by bus or private transfer from Cebu to Panagsama Beach
- Permit & fees: No permit; a small marine-park/conservation fee is charged per dive (reported as about PHP 100) and is normally collected by the dive centre. Night diving at the Tongo sanctuary is reported as needing special permission.
- Training level: Sardine run and house reefs: Open Water. Pescador: Open Water to Advanced (drift, walls). Cathedral entry at about 28–30 m is deeper.
- Hazards: Drift and boat traffic at Pescador, deep walls close to shore, banded sea kraits (venomous but docile), crowded sardine run in the morning
Season
- Best months: Dec, Jan, Feb, Mar, Apr
- Acceptable: May, Nov
- Poor: Jun, Jul, Aug, Sep, Oct
- Water temperature: 26–30 °C
The dry (amihan) season December to April is clearest and calmest; November and May are good shoulder months; June to October (habagat) brings rain and lower visibility, but trips mostly continue. The sardine run is visible year-round.
